I think I'm getting the hang of the communication device, Brother, but can you show me how to lock messages away from other people? I've seen other people doing it, so I know there's a way.

...No, he doesn't seem like a jerk. He recognized me when I got to the City so I guess I just haven't met him yet back home.

But even though the Colonel's a lazy, useless, blackmailing, shameless sort of guy, I'd take his word for it than someone who's a relative stranger.

Just push the buttons on the sides of the device to get private, filtered, video or voice options. If you try getting to someone's entry when it's private, unless it's really well protected, you can access it with a little work. It's just a matter of how strong the passwords are, I think.
